But what you see as an output of those programs is a combined speed of your line and current workload on the way between your machine and testing server (and this explains the difference in readings over time).
If you are using ADSL try to examine administrative interface of your modem - some of them display the synchronisation speed and this is the actual maximal speed of your internet connection.

It seems the only language here is Russian. I checked control panel and there is no such option as language change.
